]]>County NewsWed, 30 Jun 2010 00:00:00 GMT<![CDATA[Vital Statistic Legislative Changes]]>Article.aspx?Id=6540d093-dbd1-4c6d-beac-e3f2d411841aThe 2010 Minnesota Legislative Session has passed legislation that will affect some individuals in regards to vital statistics that will become effective soon.

Effective July 1, 2010: Certified copies of Birth Certificates will increase by $10.00. Prior to July 1st a certified copy of a birth certificate (first copy) is $16.00 and will increase to $26.00. Additional certified copies of the same birth certificate (ordered at the same time as the first copy) prior to July 1st are $9.00 and will increase to $19.00. This new $10.00 State surcharge shall be forwarded to the commissioner of management and budget for deposit in the general fund.

Effective July 1, 2010: Marriage license full fee will increase from $110.00 to $115.00. The reduced marriage license fee (with an Educator's statement) will remain the same at $40.00. The new $5.00 state surcharge shall be forwarded to the state to assist in paying for the "Couples on the Brink" program.
 
Effective July 1, 2010: The Educator's Statement, which is used for the reduced fee marriage license is now able to either be notarized or under the church seal. That was the only change in reference to this Educator's Statement. The statement must be presented at the time of application for the marriage license and in the format outlined in statute, include the full legal names of the couple, dated, signed by the educator, notarized or under church seal and appear on the educator's letterhead.

Effective August 1, 2010: Notary filing fee will decrease from $100.00 to $20.00 at the County level. The County is no longer responsible for collecting the State's fee of $80.00. That fee will now be included at the time of application for the notary commission and will be paid directly to the state.

Effective August 1, 2010: All Ex-officio notaries will be required to have a stamp similar to the notary public and will no longer be able to use their official office stamp.

Board Meeting Agenda Requests]]>Article.aspx?Id=d96ac5f2-4d82-4137-8024-3ea95a57ed0fA new procedure and corresponding forms were approved by the Sibley County Board of Commissioners at the regular County Board meeting on December 22, 2009.
 
In an effort to assist the County Board in conducting their meetings in a thorough manner, an Agenda Request Form must now be completed for each and every item and submitted to the Office of the Sibley County Auditor to be placed on a County Board Agenda.
 
Forms and procedures are available on the Commissioners' web page under Agenda Requests.
 
The new deadline for submitting completed Agenda Request Forms to the Auditor's Office is the Thursday prior the Board Meeting on or by 1:00 p.m.
 
Completed forms should be delivered to the Office of the Sibley County Auditor in person, by email at AgendaRequest@co.sibley.mn.us, by fax (507)237-4073, or by mail to PO Box 171, Gaylord, MN  55334.

The Local Registrars for Vital Records for each county within Minnesota are independently responsible for maintaining the county’s marriage records. Frequently, customers are unsure where the marriage certificate is filed which generates a statewide search for the custodial county of the record.

In the fall of 2007, the MN Association of County Officers (MACO) eCounties Committee and the MACO Vitals Marriage Subcommittee created a statewide marriage index, the MN Official Marriage System (MOMS). The index will show the bride and groom’s name, the year of the marriage and the county that holds the record. MOMS will enable individual customers to search and order a certificate from the custodial county.

All Minnesota counties are participating in this voluntary system. Each county will download specific marriage data into the system. MOMS will eventually contain all the necessary data from the 1850’s to present.

The Local Registrars and MACO eCounties are proud to have achieved the creation of MOMS with the joint efforts of county offices and technology. The MOMS index has been completed in less than one year and will be available to the counties and their customers in October of 2008.
